Due to the reasons of condenser leakage, feed water pump leakage, hardness of make-up water, the scales like Ca2+ and Mg2+ with great hardness are easy to occur after the water enters the boiler and then is evaporated and concentrated,  but adding phosphate can make the scales form soft water dregs and drain.
